Job Purpose

The AI Governance Senior Expert plays a critical role in designing, implementing, and maintaining the enterprise-wide AI governance framework at Techcombank. This role ensures that AI systems are developed, deployed, and monitored in compliance with Vietnam’s legal and regulatory requirements, while adhering to responsible, ethical, and explainable AI principles.

Key Responsibilities

1. AI Governance Framework Development

• Develop, implement, and maintain a comprehensive AI governance framework aligned with Vietnam’s regulatory requirements, including but not limited to:
  • Decree 13/2023/ND-CP on Personal Data Protection
  • Upcoming Data Law
  • Digital Technology Industry Law
  • Personal Data Protection Law
• Align AI governance practices with the Bank’s Data Governance Framework and enterprise data strategy.
• Promote and support ethical AI principles, including fairness, transparency, explainability, accountability, and responsible AI usage.

2. Risk Management & Regulatory Compliance

• Collaborate closely with Legal, Risk, and IT Security teams to identify, assess, monitor, and mitigate risks related to AI/ML models.
• Ensure AI systems comply with Techcombank’s internal risk management policies and evolving local regulatory expectations.
• Continuously monitor and assess domestic and global regulatory developments related to AI governance and responsible AI.

3. AI Lifecycle Oversight

• Design and implement governance checkpoints across the AI lifecycle, including:
  • Use case intake and approval
  • Model development and validation
  • Deployment and post-deployment monitoring
• Work with Model Risk, Data Science, and Business teams to embed responsible AI practices into:
  • Model documentation
  • Data lineage and traceability
  • Decision explainability and auditability

4. Stakeholder Engagement & Education

• Lead cross-functional workshops and training programs to raise awareness of AI governance policies and ethical AI principles.
• Act as a Subject Matter Expert (SME) for internal committees related to data, analytics, and AI governance.
• Provide guidance on AI risk assessment, regulatory implications, and mitigation strategies.
• Liaise with regulators, industry bodies, and working groups on responsible AI practices in Vietnam.

Qualifications

Education

• Bachelor’s or Master’s degree in Computer Science, Data Science, Law, Risk Management, or a related field.

Experience

• Minimum 10+ years of professional experience.
• At least 5+ years of experience in one or more of the following areas:
  • Data Governance
  • AI/ML Governance
  • Model Risk Management
  • Related governance or risk roles
• Experience in banking or financial services is strongly preferred.
• Strong understanding of Vietnam’s data protection and AI regulatory landscape.
• Familiarity with international AI governance standards and frameworks, such as:
  • OECD AI Principles
  • ISO/IEC 42001
  • EU AI Act
• Excellent communication skills in both English and Vietnamese.
• Proven ability to work effectively in cross-functional and multidisciplinary teams.

Preferred Skills

• Hands-on experience with model governance and data governance tools, such as:
  • Data catalog platforms (e.g., Collibra)
  • AI lifecycle or MLOps platforms (e.g., MLflow, DataRobot)
• Strong analytical and critical-thinking skills with the ability to assess complex AI/ML models from a governance, risk, and compliance perspective.
• Demonstrated capability to translate regulatory and ethical requirements into practical, operational policies, processes, and controls.
